Navbar Hover over image inconsistently

Hi Everyone!

Ok so the navbar cuts off part of the header image because it hovers over it.

Whats peculiar to me is that when I view it when logged into wordpress this doesnt happen, it actually looks as intended: https://imgur.com/a/pg24A

I’ve already done alot of css to make the menu look the way we want it, Im not sure however how to fix the hover issue without messing up everything else.

Is there a way for me to either fix this or just fix the menu to the top of the page?
