Nav menu does not work for accessibility

I’ve created a site using Astra and created a Header in Elementor Header and Footer Builder. This includes a navigation menu using the Navigation Menu option from the Header and Footer Builder.
We’ve just been audited for accessibility (WCAG2.1AA) and have failed due to this menu. The information given is that when you zoom into 400%, the navigation menu is not accessible by keyboard.
The hamburger icon is focusable and activates on tabbing to it, but there is no way to access the dropdown menu items. I have tried using the arrow down on the keyboard to access them, but nothing happens except the screen moves upwards, also tried tabbing to them, but that just closes the menu and I have also tried ‘Enter’ which does nothing.
I also took a stab at using the standard Navigation Menu from the Elementor Pro widgets rather than the one from the Header and Footer builder, but this doesn’t even let you open the hamburger!
We are being monitored by the UK Government on this issue, so it’s very critical and could involve a lawsuit if we do not fix it.
