My website is not "publicly accessible?"

I recently posted a question about not being able to add media to my blog posts and Jetpack having a glitch (here). The media issue apparently has something to do with my theme, but I would like to keep it and don’t know what to do. The problem with the Jetpack plugin hasn’t been resolved, though. Now it’s telling me that my website is not publicly accessible. Also, I keep on seeing the word “omtom” as I navigate on my website dashboard. What’s going on?
