My theme not showing on comments page

Newbie to wordpress and to php.
I’ve added my site’s theme to the index.php page, and it looks good. However, when a link is selected (leave a comment; view all posts by; etc.) my theme doesn’t appear. How do I get my theme, especially the navigation header, to appear on every page?
