I’d like to mention that using Starter Templates to import a website template, imports the theme, page builder, media, and content used to create it. That is why we recommend users import complete website templates on fresh WordPress installs. You can refer to this article to know more.
Secondly, the “import fails” error isn’t something that comes directly from the Starter Template plugin. There could be another reason that has been causing it. Here is an article that will help.
You might also need to increase the resources of the host that you can do by referring to this article.
