The buttons on the post pages are placed just before the comment box. IT is the normal behavior. If you want to place the buttons according to your choice, then you can manually add the buttons to your site, if you have access to your site code.

The SPAN tags are responsible for the buttons. You can move them where ever you want and the buttons will show-up.
In your case the SPAN tags are –
