My plugin is not uploading!

When I submit my WordPress plugin, I get the following error:
Error: No license defined. Your plugin has no license declared. Please update your readme.txt with a GPLv2 (or later) compatible license.
How do I fix this error? Putting the contents of https://www.gnu.org/licenses/gpl-3.0.txt file at the end of the readme.txt file does not help me.
