My newletters are not being sent automatically

I’ve read the faq on newsletters not being sent, and the faq on cron jobs.
My current sending method does work I’ve sent successful test emails.
I can manually send a newsletter to my list.
I configured an automatic immediate notification on new post creation to be sent. When I create a new post I see the pending job in newsletter.
The job ticks down its time to 1 minute and then gets stuck at “The last batch of emails should start sending automatically in the next few minutes.”.
I can force the email to be sent manually by clicking “Don’t wait & send right now.” and it will then send the notification email.
I tried visiting my website internally and externally by multiple different sources and it never triggered the job. So I’m currently stuck here.
