It looks like that filter is still in use, so I can’t really say why it might have stopped working.

If you are sure that Jetpack and Code Snippets are set-up correctly, then this might be a bug in Jetpack, in which case it can be reported here: https://jetpackme.wordpress.com/contact-support/?rel=support
