Usually, the Database Connection problem is related to wrong wp-config > database values, database connection or database corrupted ( missing table ), you can try to repair it following the steps from https://www.wpbeginner.com/beginners-guide/how-to-repair-wordpress-database/

Are there any previous backups before that issue? If so, try to restore it first. Then, we could help you out with all the upgrade process.
