multisite woothemes custom css and site administrators

In need of some guidance/advice here.
I have a multisite setup; most themes are from woothemes, in particular child themes of Canvas. At this point, I have added someone as a site administrator (not a superadmin) with the idea that she could update the theme options, etc.
Today she tried adding some css to the custom css display option. No joy. Apparently this is written so that she cannot enter anything in the custom css box because administrators do not have the unfiltered_html capability.
Them temporary solution is to make her a super admin. But, that is not a real, long term solution. I would like for admins to be able to do the custom css thing, but I definitely do not want them to be super admins.
I see that there is a way to add custom css using JetPack. Don’t know how that would work with the woo framework. And, will it have the same problem with capabilities?
I’m open to suggestions, ideas, code to let admins (but not editors, etc) use unfiltered html… anything.
