Multisite not working at all in 4.2.3

Hi there, I have a brand new WP install, followed the steps to setup multisite, edited wp-config, copied the code from network settings, edited htaccess, added new lines to wp-config and… nothing!

There is no longer a network settings menu in the tools section, there is no network menus, there is a blogs table in db, but nothing else.

I have tried rolling back, changing to default theme, nothing changes.

Any help is greatly appreciated!
