Multisite nightmare : multilingual within multisite

I actually have a website with a dozen of languages running on a Contao system and I would like to switch it to a brand new website with WP.
The nightmare starts when we decided to have the website both multisite and multilingual for each site… Here an exemple :
- FRANCE (tld.com/FR/)
- French(tld.com/FR/fr/)
- English(tld.com/FR/en/)
- Deutch(tld.com/FR/de/)
- UK (tld.com/UK/)
- English(tld.com/UK/en/)
- French(tld.com/UK/fr/)
- BENELUX (tld.com/BV/)
- Nederlands (tld.com/BV/nl/)
- French (tld.com/BV/fr/)
- English (tld.com/BV/en/)
- Deutch (tld.com/BV/de/)
- CANADA (tld.com/CA/)
- English (tld.com/CA/en-CA/)
- French (tld.com/CA/fr-CA/)
More details ?
- Each country has a fallback system for its own languages
- Each country has its own domain name but will be availaible using a commun tld.com
- Each language can use a standard ISO code (en, fr…) or a country language code (en-CA, fr-CA…)
- Each country can have its own template/plugins
- As many contents are commun to the sites (main content is unique, menus and widgets are specific to the country), I’m also looking for a “root” site containing all the languages and contents and include/call the contents on the country’s pages
As you can see, it’s quite easy ??
The fact is that I can’t figure how to manage the multisite that’s way nor which plugin can help….Can someone give me hints ?
