Multisite lockdown options

Is it possible to lock down some settings in Multisite but allow others to be changed per site? Right now, it seems as if the only option is to lock everything down or nothing down.
It would be awesome if the superadmin could decide which controls can can and can not be overridden. For example, I would not want the site admins to turn off the CAS auth that I’ve set up, but allow them to decide how they want to set public access and login access. I could also see scenarios where I might want to allow site admins to show/hide the wp local login.
