Multisite language? Why is it still english?

Hi,

I have a multisite installation (brand new), and my main site (https://multisite.com) is in Swedish. Everything looks good. I’m using the TwentyEleven theme.

When starting a new blog, that one is in english though! Still with TwentyEleven (same thing with TwentyTen). I have chosen Swedish both in the network settings and the general-settings for the blog.

What could be wrong? Thanks.
