Multisite features

I would love to enforce one set of settings through out the complete network administered from the network admin section. While the single sites do not get to change settings on their site -> not admin page for single sites

Would be great to have that. I am willing to contribute to these changes if you supply a GitHub repo to fork and send pull requests to.
