Multiple Terms – Assign Primary

I have a category called featured that I use to filter content. In instances like this I may have a post tagged with two terms (Featured & Software) or (Featured & Tutorials).
Is there a way to assign which term gets used when the permalink gets created?
I’d rather have
https://website.com/technical/tutorials/office-365/
than
https://website.com/technical/featured-technical-posts/office-365/It appears to grab the first selected item and apply that but I’d love to be able to assign which term the permalink uses to create the url.
