Multiple submits on multi-page form

My 2 page form is counting double for the number of submits. How or why?
Here are some details:
Event tracking settings are using a UA Tracking ID, Measurement Protocol selected.
The first page of the form has a next button.
The Submission Tracking Feed Settings have the UA code, Event Category is named “form”, event action is named “submit”, no conditional logic.
The submit button is grabbed by a gform_after_submission hook which does a wp_redirect.
