Multiple Sites one database

PHP and the MySQL database are two different things.
If no PHP on the server – find a decent host.

WP will run only if you have PHP.

really someone needs to talk to these guys… even windows-centric hosts should have at least one box with php/mysql on it.

It wouldn’t work anyway. He needs to run the WP software before his blog could try to connect to your DB. Without PHP on his box, no, there is absolutely no way.
