Perhaps the WooCommerce Product Vendors extension might be an option. It would allow you to set up products to be sold under a specific vendor, and then each vendor would only manage their own products and orders for those products. That said, customers would not automatically be directed to a specific vendor/region based on their location — however that might be possible with some customization.
