If you want the same action to have different results from time to time, then you’d probably need some kind of Javascript that either messes with the DOM or simply handles the clicks.
Keep in mind that you also need to carefully control the “target” parameter. Otherwise the window will be reloaded and the visitor will never be able to click a second or third time. (The content might be located in an iframe, for instance)
