Multiple images option – Some images skipped, others used twice

My goal is to create say 20 new posts – upload 20 images – then add a featured image to each post with the QFI plugin.
I initially thought the process was working, then realized that I had posts with duplicate images – other images were skipped.
The steps I’m using is:
1. Set multiple images randomly as featured images
2. Consider only posts without any featured image: Posts with featured images will be ignored, even if the Overwrite option is checked
3. Tag Filter: Search posts by tagCan the duplication/skipped images be avoided?
