multiple emails on modified topic

Hi,

just pointing out a little bug: in several groups I have left as defaults the option “new topics”.

So correctly when a new topic is created people receive an email. Unfortunately whenever a user modifies the original topic (even within seconds) a new notification is sent out.
It would be better to wait say 10 mins for sending out the notification, without sending notifications for topic modifications.
