Multiple editor approval

Hello,

Trying to find a solution for the following:

1. Contributor submits a post.

2. Requires 3 editors approval before going “live”.

Is this possible within the WP environment? Something like check boxes once approved by an editor? It would even work if I could simply have a “notes” area in the admin for people to put their initials in or something.

The scenario is for community action alerts. We need anyone to be able to post alerts, but in an effort to approve in an expedient manor, while avoiding abuse the new alert “post” would go out to 20+ editors via email and require only the approval of the first 3 to respond.
