Multiple duplicate orders with different ID created

My apologies if this has been posted before, I couldn’t find an answer.
A client site uses WooCommerce and Paypal for the shop. Recently almost every order has started been duplicated. The order number is different, however everything else is identical.
While customers are not being charged twice (as far as I can tell), they are receiving multiple confirmation emails after a transaction, sometimes as many as 10.
I have updated WordPress and all plugins to the latest version but the issue still persists.
