You have a multisite where each site’s back-end needs to be multilingual?

    JUST the plugin descriptions?

I thought that if you installed the languagepacks you’d get an option on your site that a user could change. And if so, that should override the plugins to use the language. Of course, you’re still stuck in the world where not every plugin is internationalized.

Plugin descriptions are translatable as they exist now.

You need to add a Text Domain header to your plugin, so Text Domain: your-plugin-textdomain. This is another header like Plugin Name and Description. You may also need the Domain Path header.
