Multilingual, but only for one page of the website

My website is written in one language (Dutch) and focusses only on Dutch visitors. However I now have one page within that website which I would like to offer in English as well.
Reason for this is that this page shows up in international search results and concerns a topic for which we would like to allow international visitors to read and contact us.
I could just create a duplicate of this page, translate the text to English and link to it from the Dutch page. But I think this will cause SEO trouble (I use Yoast in combination with the Avada theme).
Preferably I would like the international visitor to have the Enlgish page in their search results, and the dutch visitors the dutch page.
An alternative would be to exclude the english page from google indexing using a noindex meta and hope the international visitor will click the google snippet even though it is in Dutch (or do it the other way around as the Dutch speak English very well)
Any advice on this?
