Multi Site Login failure – enable cookies message

I want to build and edit Mutliple sites on my local PC (Window 7-64bit)
I downloaded Multisite WordPress: WP-3.9.1-0 and did a clean install.
I configured Hostname: localhost

localhost/wp-login works fine.
I created a sub-domain “wcuc.localhost” in the Network Admin dashboard.

wcuc.localhost/wp-login brings up the login screen, but entry of username and password results in “You must enable cookies to use WordPress” —
Cookies ARE enabled.
Previous cookies have been deleted.
Neither Firefox nor Chrome brower works
I’ve been attempting to find a solution for 3 weeks, without success.

PLEASE HELP.
