Multi-level commission

I’m trying to set up a multi-level commission rate but instead of using level, I’d like the multi-level commission to be product specific. How do I go about setting this up.

For example, Scott is selling a certification training where he will be training Facilitators to use an online assessment. These Facilitators once certified by Scott, will be selling the online assessment to their clients. I want to set up the multi-level to award Scott who will get a specific commission for each Facilitator he trains (product #1) at a 40% commission rate. Scott would also receive a commission everytime his downline Facilitator purchases (product #2) at 2% AND each time the Facilitator passed along (product #2) to have the client purchase it, Scott would also receive the 2% commission. The biggest question in setting this up is that when the client purchases (product #2) the Facilitator would not receive any commission, it would only go to Scott. Is this possible to set up using the SliceWP plugin. If so, can you provide steps to follow?

Also, do you have any independent contractors who are experts on SliceWP and WooCommerce integration that I could hire?
