Multi-level advanced navigation query

Hello guys,

I search everywhere for this and I couldn’t find anything, I really need help! Here is the thing:

I am building a website for my magazine, where users will be able to browse the magazine issues as PDF. The magazine is issued in 2 languages.
I want the users to be able to navigate the PDF archives for the magazine as follows:

1- Select Issue
After the user select the issue number from drop down menu or whatever. he should be asked a second question
2- Select Language
After selecting one of the two languages, the users will be then directed to the selected issue.

do you now a way on how to do that? any plugin that can do that?
