Multi-Author site: 1 User can’t access site – all else is fine

I’m jr admin for a multi-contributor site (I generally manage the people more than the site itself). One of our users recently reported that he cannot access the site and our sr admin is out of country for several weeks so it’s up to me to fix. Everything on the site seems to be working perfectly fine (except for a few complaints people have about different browser compatibility issues w update of WP 4.9.6). I’ve looked at the site and worked in the dashboard just doing normal moderation and post & page editing over the past couple of days, so nothing unusual.

Any time this one user tries to visit the site or login to the dashboard, he gets the following messages:

“ERR_CONNECTION_TIMED_OUT”
“This site can’t be reached
thecreationclub.com took too long to respond

He has tried both chrome and edge on his PC, as well as just visiting the site via Safari on his phone. None of this worked. He said he recently moved and this is the first time he tried to access the site since then. Everything works fine on our end and looks great when I use any of those browsers. Could our site have locked out his IP address or something? Sorry if I didn’t do this right – first time posting on the forum. Thanx
