Mulitsite Sharing Data Points (This is the same site)

I have a single site and basically have 2 categories…I only need a unique theme for each section and 2 unique menu’s.

This is not 2 websites, it is one.

Should I consider using two header.php and two different css files used in conjunction with page templates. Will this will work if I do not want to have multiple WordPress installations.
