Much Feature Rich Plugin of Its Kind

I tried quite a few plugins of this type but none matched its features. The first thing is that it can be used both as a block and as a shortcode. Next is that it has the dismissible feature with the ability to remember user’s behaviour. I highly appreciate the author’s creation.
