    I am just changing my domain name servers, so its a different hosting company, but same registrar and same domain name

    What if anything do I need to write in wp-config.php?? and do I do that before I upload my wordpress blog to the new server? Do I need to set up a new database on the server also?

    Man, that Note means that you do not have to do whatever is written below it, but EVERYTHING what is above it: Backup… Restore etc.

    yep I got that, but I’m not sure part of wp-config.php I need to edit.

    Just the name of the database?

    Oh, and you may want to use this tute for backing up your database, because on the moving wordpress tutorial there are a few different versions, and at least one of them is wrong.

    If all you are doing is changing web hosts, all you really need to do is EXPORT via the WP Dashboard the WP *.xml file which contains your posts, categories, settings, etc. Stash the file on your hard drive.

    Then download the contents of your /plugins and /themes directories to your hard drive.

    Set up a fresh WP install at the new web hosting account. Then from within the WP dashboard, IMPORT that *.xml file. Upload the contents of your /plugins and /themes directories from the old host.

    I do this on a fairly regular basis and have never lost any features EXCEPT one. The cFormsII plugin settings (the core of your forms) won’t import, BUT the cFormsII plugin itself has a way to backup and restore its forms so you’re covered there too.
