Moving Users from one WP site to another

Hi, I’ve looked through the documentation on importing user data into a new site and am having a bit of a problem. I went into cpanel (bluehost) and downloaded the wp_user table in CSV but then the problems start. I cannot open the CSV file in excel (says not enough memory) no matter if I try and open it on a computer with 20 gig free. I try and import it using Import Users from CSV plugin and that failed. Then I tried a different plugin, WP All Import, and that failed too. Is the file I downloaded corrupted somehow? I am not seeing why it’s not working, although the file is from a site that had major bugs an php issues and I’m hoping the almost 2000 users I had from it aren’t completely lost.
