Moving plugin settings page to the top level

I am running a WP Multisite and I would like to know a way to move the plugin’s settings page, currently under the Settings tab (options-general.php?page=password-protected), to the top level instead.
I read quite a few tutorials, but nothing seemed to help. Anyone?
Help would be much appreciated.
