Moving Navigation and H! over the featured Image

I have not developed anything for years but have used and tweaked sites in WordPress for years.

I am going back to basics with it and want to build up a simple template from scratch in WordPress.

I have the initial elements all done but I have hit a hurdle. I bet its a simple one to over come but i cant figure it out.

I have a featured image displayed accross the top of the page (it need swapped out but ill do that when the positions are correct), fills up everything above the fold depending on the screen size. I want to display the top navigation and H1 over the top of it (as you see in the image).

At the moment the top nav and H1 are below it.

What do I need to edit to make this happen?
