• I want to move my site from one host to another. For instructions about how to do this, I’m consulting a article found here.

The article says at one point: Create an export file. On your own blog, navigate to ‘Export’ and create a WordPress export file. This is a special XML files which will contain your posts, pages, comments, custom fields, categories, and tags.

I can’t find “Export” in my dashboard. Is it there, or does that mean to do that on my existing host?

Thanks in advance for your help.

Don’t use those instructions instead give these a good long read.

(it’s not actually that long that section but the backup/restore links are informative.)

It should be located at your WordPress dashboar via Tools -> Export or via https://your-wordpress-URL/wp-admin/export.php

That should provide you with the option to export your installation. But give that link I provided a good read. The export is good but that link will provide you the steps to make a database and file backup as well as be able to restore it onto a new host.

That’s a much more comprehensive way to move your installation.
