Moving followers from one self-hosted site to another?

    I need to migrate my followers list from one self-hosted wordpress site (site1) to another self-hosted wordpress site (site2). I exported the csv list of “Email-only Followers” from the Jetpack stats page on site1, but I have not been able to locate a way to import that csv list into site2. How is this supposed to be done?

    Also, how can “WordPress.com Followers” from site1 be transferred to site2?
