Moving blog to another domain

Good day,

I am needing to move a blog to a new domain…

Can I do one of the following?

1.
– Install blog on new server
– edit wp-config.php to use new mysqldatabase user name, password, etc.
– Then copy over what files?

2. Backup blog on old server, copy to new server, modify what files?
