    So, in Menus : [Menu Name] : Menu Locations (there are 4 options – Top, Header, Sub-Header, and Footer … https://i.imgur.com/BDwRRoS.png), if items (pages, etc.) are sub-implemented, Top puts word URLs above a basic Home menu, on the right; Header replaces the Home menu; Sub-Header puts a menu below the Home menu; and Footer puts word URLs above the copyright area.

    Having 0 items, with Header checked, so that the menus are cleared completely is, for the boxed layout and such, the most appealing. A menu is obviously helpful though, and placing it at the very top (at 0px, stickied for scrolling) seems a neat option.

    What’s been tried is Additional CS, but the menu’s location at the top is defined according to the div#header, which is both tied to the Title, and a specific placement, so this is about the simplest method of putting a menu at 0.
