Moved htaccess and index.php file outside of wrdpress directory, theme broken

I installed wordpress and Tempera theme in a wordpress directory to set up, followed the instructions to move the index.php and htaccess file to make new install show as site, when I had finished the setup, but now it will not show and when I go to wordpress folder the theme is broken and all justified left.
