moved hosting getting fatal error in the admin-header.php

Couple of days earlier my friend steve asked me to move his wordpress blog from godady hosting to another hosting server (https://montecarlo.websitewelcome.com)

I moved all the files and folder to the new hosting server. Along with the database.

Now the site is up and running, but only the home page is visible. When i click any post or any page it says “Not Found“.

Also when i login to the admin it says “Fatal error: Call to undefined function wp_user_settings() in /home/workfrom/public_html/wp-admin/admin-header.php on line 14”

I have tried uploading the files a couple of times but to no avail.

Please help as his site is down of two days now.
