Most Popular Tags link not showing

Hello! I hope someone could please help me. WordPress is working pretty good for the most part except I am missing my ability to add tags I already created to add to new posts. I can add new tags through the text box and the add button. But the link to “choose from the most popular tags” is missing. The only reason I know this link should exist was that I was tired of creating new tags all the time and searched the forums for an answer.

I only have one plug-in activated and I deactivated it to see if that would solve it and it did not. Any ideas? Much appreciated. Thank you!
