More than 89 menus in wordpress

When i add the 90th menu then it will create that menu as custom menu and remove the links and also when i add 90th and 91th menu together then it will remove the 91th menu and create the 90th menu as a custom menu with no links.

I have also used such code in .htaccess
php_value suhosin.post.max_vars 7000
php_value suhosin.request.max_vars 7000

After inserting this code it will show the internal server error means site will not open.

So,please help me if there is any solution recommend it.
I have already spent a lot of time to fix it, but i can’t get anything
I am waiting for the reply.
