More clarity regarding being “logged in” please

Does this mean if an admin is logged in that Speed Kit is NOT caching anything at all for anyone? As in “disabled” across the board?

Or does this mean that Speed Kit is NOT caching for the admin in the browser they are logged in with? But in another browser they are NOT logged in with it is caching?

Actually, we mean this on a per-user basis, so only you as the admin are not experiencing the acceleration by Speed Kit as long as you are signed in to your WordPress. So all other users which are not signed in will be handled by Speed Kit. As soon as you log out, Speed Kit will start to work again in your browser too and speed up your version of the site.

How about if you are logged in and running page load speed test tools (like Gtmetrix)? Is it caching then or no?

Unfortunately, you cannot see the speed uplift received by Speed Kit with tools like GTmetrix because their testing tools are not able to execute Service Workers which is the technology behind Speed Kit.
