Modifying colors on billing details page

Usually colours can be changed with some custom css, and this will vary by theme. Please post the url to the page.

when you add an item to the cart and click checkout, under billing info, the drop down menus for country and state have a blue line on selected items. I’d like to change it to match my site but can’t find the correct code.
