Modify WordPress License and License URI

I wish to change the WordPress License: and License URI to my custom plugin name and URI. See below with detailed instruction. Can we change like this ??

Provide us the rightful information and link if possible and if not possible.

Is this possible to change in my custom plugin that i use in WordPress repository(SVN).
