Moderate issues and status

  • When you set the option to moderate new problems, it is pending, soon after unchecking the draft option and publishing the problem, it runs out of ownership and the person who opened the problem can not modify it. How do I moderate a problem correctly?
    Another question, could the problem creator change the status of the problem later?
