Mod Security Error With this plugin

In activation plugin calls something that mach this:
“(?i:/cc(?:$|[\\t\\n\\r \”‘\\-;|])|(?:\\b(curl|wget)|[;|][^a-zA-Z0-9_]{0,}?\\bcc)\\b)”
Why? Why this plugin needs curl or wget executed?
